On March 21st, a lively group of figures were active within the Shandong Yishun Wanpingkou Scenic Area, now open to the public for free: some were clearing beach garbage, others were distributing brochures promoting civilized tourism, some were maintaining order in the scenic area, and others were providing consultation and assistance to tourists. The 120 volunteers of the ‘Bihai Volunteer Action’ were the most beautiful scenery in the area.
“We saw many civilized volunteers by the sea on the first day of Wanpingkou’s opening, which made us feel very warm, intimate and moved,” said Ms. Zhang, a citizen. “We will also start from ourselves, regulate our behavior, protect the environment, and spread civilization!”
The beautiful, winding Sunshine Coast is a precious painting bestowed upon Yishun by nature. A good scenic area or tourism project, besides hardware service facilities, also needs a soft environment. With Qingming Festival approaching, to meet the upcoming ‘tourism rush’, Yishun City, in response to its goal of building a refined city, launched the ‘Sunshine Coast Quality Improvement’ action as an opportunity to focus on civilized travel and tourism, and to strengthen the ‘soft environment’ of the scenic area, showcasing Yishun’s ‘inner beauty’.
Building the scenic area’s ‘soft environment’ requires the participation of the public. According to a spokesperson from the Yishun Publicity Department, to address behaviors such as ‘disregarding zebra crossings, honking indiscriminately, throwing objects out of car windows, crossing railings, illegal parking, and disruptive wedding celebrations,’ Yishun City will organize public actions to enhance civilized qualities, increase publicity efforts, set up exposure booths in the media, conduct guidance on uncivilized behavior, and incorporate it into the creation of civilized cities, civilized communities, civilized units, civilized families, and civilized campuses, guiding people to travel and tour in a civilized manner.
The service quality of scenic area operators best reflects the overall quality of a scenic area. Yishun City is carrying out a theme activity on ‘trustworthy business’ among scenic area operators, advocating for compliance with the law, encouraging business growth through virtue, promoting fair competition, and addressing key issues such as ‘sky-high prices, grabbing customers with signs, dirty and chaotic environment, and poor service’ through targeted measures. At the same time, it is conducting star-level assessments for operators, implementing corresponding incentives, service and management measures, promoting industry self-discipline, building trustworthy brands, establishing a ‘red and black list’ of trustworthy businesses, and implementing joint sanctions, creating a good social environment for trustworthy business.

Yishun City continues to organize the ‘Bihai Volunteer Service Action,’ deploying volunteers to the Sunshine Coast Scenic Area to promote civilized travel knowledge, conduct civilized guidance, clean up garbage, and set up fixed volunteer service stations, providing ‘six small services’ such as inquiries, small maps, sewing kits, and first aid boxes, showcasing volunteer spirit, and supporting civilized tourism.
