Stuffed Bell Pepper with Sticky Rice

Ingredients: 350g glutinous rice / 200g minced meat / 2 bell peppers
1 bell pepper / 1 carrot
Ginger and scallions, to taste

1 tablespoon of sesame oil / white pepper to taste
