Changyang District Adds Four Dog Registration Service Stations; Strict Enforcement of Unlicensed Dog Raising

As the number of citizens raising pets dogs is increasing, dog bite incidents are occurring frequently, and most of them are caused by non-standard dog raising behaviors. According to the 'Qingdao City Dog Raising Management Regulations', all pets dogs raised at home within the designated area must be registered and issued dog licenses by the Public Security Bureau. To safeguard citizens' health and personal safety, maintain public order and urban environment, on April 9th, Half Moon reporter learned from Changyang Public Security Bureau that based on the previous special enforcement rectification, the bureau has added four new dog registration service stations, to register and issue licenses for dogs of eligible breeds. Unlicensed dog raising will be dealt with sternly once discovered, with 'first education then punishment, no change will be penalized', or implement fines, confiscation of dogs, etc.


Currently, Changyang District has designated the area for dog raising and issuing licenses, which is connected from the District Government to the north, along with the border between Changyang and Jimu to the south, along with Mitu River to the west, and along with the section north of 204 National Highway (north of Changyang South Hub Intersection) and Qingxin Expressway (south of Changyang South Hub Intersection).
Residents applying for dog raising information registration should bring their dogs to the registered dog service station established by the Public Security Bureau in their respective districts and submit the following materials truthfully:
() Residents' household registration book, ID card or proof of residence;
() Property ownership certificate of the dog raising location, house rental contract or other legitimate individual residence proof of address.
Among them, those raising two or more dogs in accordance with the third paragraph of the fifth article of the 'Qingdao City Dog Raising Management Regulations' shall also submit dog immunization registration certificates issued by the Animal Husbandry and Veterinary Bureau before October 1, 2016; those raising guide dogs or assistance dogs in accordance with the regulations shall also submit the 'Chinese Citizens' Disabled Person's Identity Card'.
According to the relevant provisions of the 'Qingdao City Dog Raising Management Regulations' and the approval letter from the Shandong Provincial Finance Department and the Shandong Provincial Price Bureau on the collection of dog raising management service fees, the dog raising management service fees will be collected by the Public Security Bureau with a one-time collection method, with a specific standard of 400 yuan/dog. Dog raising work is closely related to people's livelihood and is an important reflection of urban management and security environment. We hope that all dog owners will actively apply for dog licenses and raise dogs in accordance with the law and regulations.
