Henan Tourism Regulations Come into Effect on April 1st – All Red Tourism Scenic Areas Open to the Public for Free

Vice Chairman of the Provincial People's Congress Wang Save responded to questions regarding the 'Henan Provincial Tourism Regulations' (hereinafter referred to as 'Regulations') regarding legislative status and implementation, as well as other relevant matters.
The regulations highlight Henan's distinctive features to promote tourism industry's high-quality development. At the press conference, Mr. Wang Save stated that the tourism industry is an important component of modern services and a strategic industry, playing a significant role in the economic and social development. Developing tourism has a crucial role in optimizing the living environment, meeting the growing needs of the people, and promoting sustainable economic development.
It is reported that the Provincial People's Congress attaches great importance to the legislative work of tourism. As early as 2007, the 'Regulations' were promulgated and implemented. Over the past twelve years, it has played an important role in protecting and rationally developing tourism resources, maintaining tourism market order, and promoting the healthy development of the tourism industry.
As 'The People's Republic of China Tourism Law' (hereinafter referred to as 'Tourism Law') was implemented, as well as the transformation and upgrading of Henan's tourism industry and the integration of culture and tourism, the 'Regulations' have become obsolete, therefore we promptly initiated a comprehensive revision of the 'Regulations'.
The revised 'Regulations' have implemented the 'Tourism Law', while rooted in Henan's actual conditions, it is a locally-specific regulation fully embodying Henan's distinctive features and reform and innovation spirit. Implementing this 'Regulations' will have an important significance for promoting the high-quality development of Henan's tourism industry.
Rooted in 'Yellow', 'Ancient', 'Root', 'Red' four cultural elements, the integration of culture and tourism to create 'Old Home Henan' cultural tourism brand. The brand has achieved positive results.
Although in the institutional reform, the departments of culture and tourism were merged, to create cultural and tourism integration, but due to long-term departmental segmentation and resource allocation, the depth and breadth of cultural and tourism integration still exists many bottlenecks.
This revision focuses on promoting cultural and tourism management systems and integrating cultural and tourism resources, establishing and improving cultural and tourism administrative law enforcement agencies, enhancing the cultural creativity of tourism products, and promoting Henan's cultural prosperity. It fully experiences the excellent Chinese culture and the magnificent Henan culture for tourists during their travels.
With the arrival of the mass tourism era, tourism has evolved from simple sightseeing to leisure, vacation, health and wellness, and sightseeing, and tourism operations have shifted from traditional store operations to online operations. Travelers' travel methods such as self-driving and camping are becoming popular. New tourism formats such as cultural tourism, rural tourism, homestays, and industrial tourism are constantly emerging. The meaning and scope of tourism have undergone significant changes. The revision of 'Regulations' adheres to the principle of problem-oriented, for public service, self-driving and campsite construction, internet operations, etc. It establishes a chapter on new tourism formats, specifying cultural tourism, rural tourism, homestays, industrial tourism, educational tourism, sports tourism, and health tourism.
Establish a tourism integrity system and a tourism complaint unified reception mechanism.
'Regulations' revision is a necessary requirement to maintain the rule of law. During the revision of 'Regulations', we established the guiding ideology is to promote the rapid, healthy and sustainable development of Henan's tourism industry. We insist on rule of law, not copying and pasting, highlight local characteristics, and enhance operability.
In order to seriously implement 'Regulations', we thoroughly organize and carry out learning and publicity activities of 'Regulations'. Knowing the law is to obey the law, and to strictly and accurately enforce the law. Learning, publicity and dissemination of 'Regulations' knowledge is the prerequisite and primary step for implementing 'Regulations' and should be highly valued by all parties.
In terms of strengthening coordination between departments, local governments should take the lead, and consider implementing 'Regulations' as an important task to promote local economic and social development, urging relevant departments to fulfill their responsibilities, cooperate with each other, and form a working force, and jointly promote the implementation of 'Regulations'.
The government should combine practical situations and formulate specific measures or regulations accompanying 'Regulations', translating the rural tourism and homestay tourism provisions in 'Regulations' into practical action.
Local governments and relevant departments should seize the opportunity to improve relevant policies, establish a tourism integrity system and credit and a tourism complaint unified reception mechanism, so that some principles in 'Regulations' can be concretized.
