In 1932, Japanese invaders occupied this place and used it as their stronghold, renaming it Tokyo Town.
After that, the Japanese built a railway station, a bus station, and an airport in Tokyo Town, and Tokyo Town rapidly developed. By 1936, the Japanese forced the residents of Tokyo Town nearby to move there, which led to a rapid increase in population and it gradually became a very prosperous place.
After the founding of New China, due to the presence of railway stations and bus stations, Tokyo Town was developed ahead of its time, making its economy far surpass that of surrounding towns.
In 1954, in order to commemorate the anti-Japanese hero Zou Shilian, Tokyo Town was temporarily renamed Shihuan Town. In 1961, Tokyo Town was separated from Shihuan Town and the Tokyo Town People's Commune was established, and since then, Tokyo Town has continued to be used.
