Aid Must Be Distinguised Between Friends and Enemies
Who are our enemies, who are our friends? We need to sort this out. The enemy's enemy is our friend, the enemy's friend is our enemy. The dog can't change its ways, the wolf can't change its appetite. The blood teaches us that the enemy will always be the enemy, no matter how much you feed the wild dog, it will never be tame. The farmer and snake story is no longer staged. Therefore, we cannot rely on aid to turn enemies into friends. The result of providing aid to both enemies and friends is that it wastes national resources, hurts the hearts of friends, and emboldens the enemy.
