Luzhou Persists with Ecological Priority and Green Development, Painting a Picture of Clear Waters and Green Mountains

On March 20th, it was a sunny and breezy day. At the Dragon Horse Pool District's Lohan Street, Stone Beam Village, 73-year-old Liu Dagui stepped out of his house as usual to take a walk in the Old Eagle Mound Ecological Wetland Park. This ecological waterfront leisure space is a favorite spot for locals to linger. Sitting on a bench to take a rest, Liu Dagui told reporters: 'It used to be dirty and desolate, with drainage ditches filled with smelly water. Now that the rainwater diversion has been implemented, the water is no longer smelly, and the environment has become much prettier. I come here to walk when I have free time.'

The transformation from a chaotic riverbank to a wetland park is not only achieved by Old Eagle Mound, but also by many other places. In recent years, Luzhou has insisted on ecological priority and green development, with an unprecedented level of organization, investment intensity and work strength, focusing on environmental problems, and mobilizing to tackle pollution, effectively solving outstanding environmental problems that are of concern to the public.

Improvement and rectification of drinking water source protection

Located in the Fishpond Street of the Longtan District of Luzhou, the Yangtze Stone Fortress Bay (North Water Plant) drinking water source is one of the seven county-level urban centralized drinking water sources in Luzhou. It is understood that in order to protect the drinking water source, the Longtan District established the Yangtze Stone Fortress Bay Drinking Water Source Protection Management Station and Water Source Protection Police Station, with both stations sharing a common office; ensure work funding, staff, develop rules and regulations, and reserve emergency supplies. At the same time, 15 high-definition monitoring equipment were installed in the protection zone, which were connected to the Luzhou City's SkyNet monitoring system for real-time monitoring. To strengthen the environmental risk control of the protection zone.

From barren wasteland to park

In 2018, the '' (Changjiang Economic Belt Ecological Environment Warning Film) pointed out the problem of wastewater discharge from the Longtan District's Lohan area (Old Eagle Mound) into the Yangtze River. It is understood that due to historical reasons, the drainage network system of Old Eagle Mound was not perfect, in order to avoid the risk of excessive water volume causing pipe burst accidents, relevant departments set up overflow outlets in the Longtan District's municipal drainage channel to prevent wastewater from flowing into the Yangtze River. The Longtan District's municipal drainage channel overflowed into the Yangtze River during the rainy season or when the gate of the collection pool was not cleaned properly. Relevant departments took measures to prevent this.

According to the work staff of the Longkuaixiang Project Construction Bureau, Du Xianjin, the Old Eagle Mound Municipal Outflow Port Remediation Project adopted three-step measures: emergency treatment, long-term treatment and improvement.

Implementing the Lohan and Gaoba district rainwater diversion project, this project was launched in November 2018 and divided into two phases, and was completed in July 25, 2019 and October 30, 2019. Currently, the rainwater diversion has been realized in the Lohan and Gaoba districts, all wastewater is diverted to the East Town Wastewater Treatment Plant for processing, and there is no longer any wastewater flowing into the Yangtze River. Through the cooperation of all levels and departments, the Old Eagle Mound Ecological Wetland Park project was launched on September 15, 2019 and basically completed by the end of November. Through the implementation of greening projects, outlet renovation, and the construction of auxiliary facilities such as new green squares, parking lots, toilets, etc., provided leisure and entertainment venues for citizens.

In November 2018, the Central Ecological and Environmental Inspection Group inspected Luzhou National Liquor Co., Ltd. and found that the wastewater treatment station of the company had damaged the collection bucket of the wastewater, resulting in wastewater leakage without being treated by the wastewater treatment facility, and directly discharged through the cooling water pipe into the municipal sewage pipe. The company implemented a special remediation plan, established a remediation team, and the environmental protection personnel implemented on-site supervision and remediation. It is understood that the company invested more than 300,000 yuan to optimize the production structure, renovate equipment and facilities, and completed the remediation work on June 30, 2019, effectively fulfilling the company's ecological protection.

In April 2019, the National People's Congress Law Enforcement Inspection Group inspected Luzhou Port Multi-Purpose Wharf to implement the 'Water Pollution Prevention Law', and put forward 6 environmental remediation requirements. After 8 months and nights of hard work, Luzhou Port Co., Ltd. completed the remediation task on time, and built the most advanced wharf water pollution control and treatment system in the province, including the reception, disposal of oil-contaminated wastewater and life wastewater at the waterfront, and the initial rainwater and existing stockpile rainwater in the port area. Luzhou Port also connected and treated the wastewater; port life sewage, washing machine wastewater, and mobile mechanical cleaning wastewater, and the port's rain-water diversion system; the port's emergency pool and other emergency facilities.

According to Luzhou Port Construction Bureau Chief Jin Xiao Ning, in addition to completing four construction projects, Luzhou Port also carried out water pollution prevention and education and training, introduced professional technical personnel, revised the water pollution emergency plan and carried out emergency simulation exercises.

At the same time, Luzhou Municipality has formulated the 'Luzhou Port Wharf Ecological Protection Technical Specifications', and has taken the lead in the inland river in clearly specifying the pollution prevention technical standards for port wharves.

It is understood that in 2019, Luzhou Municipality completed the annual environmental remediation tasks of all types of environmental problems through intercepting pollution from the source, and completed the annual environmental remediation tasks in terms of time. The picture of clear water and green hills on both sides of the Yangtze River is being painted.
